The State Employer's Authority

The State Employer's Authority is an agency within the Ministry of Finance.
The primary task of the State Employer's Authority is to administer the State's general responsibilities as an employer in the area of wages, pensions, personnel and management policy. The State Employer's Authority enters into collective agreements and other agreements with professional organisations representing the approximately 170,000 employees in the state sector, and provides guidance and assistance to ministries and agencies within its overall area of remit.
The tasks of the State Employer's Authority are:
1. Collective agreements and labour law
The State Employer's Authority enters into collective agreements and other agreements with professional organisations representing the approximately 160,000 employees in the state sector. In addition, the State Employer's Authority provides advice to ministries and agencies on such issues as the interpretation and application of rules.
2. Wage and labour market policy
The State Employer's Authority supports state institutions in their work with the new salary systems, and compiles breakdowns and other tools for use with salary and personnel statistics. Finally, the State Employer's Authority works to promote social initiatives and a good working environment in state workplaces.
3. Personnel and management policy
The State Employer's Authority formulates policies, prepares tools and provides advice to state institutions on issues of personnel and management policy, skills enhancement and senior citizen policy.
4. Pensions
The remit of the State Employer's Authority in the area of pensions encompasses the drafting of laws and other rules, the negotiation and interpretation of such rules, allocation and book-keeping responsibility under Section 36 of the Finance Act, the handling of specific pension cases for active civil servants, etc., and member administration in relation to the state pension scheme for employees of state-supported institutions, etc.
