The government wishes to see a renewal of the public sector which will put people first, before
the system. Accordingly, the government has initiated a programme of modernisation for
the entire public sector which will give individuals greater freedom of choice and strengthen
their legal rights, and ensure that public funds are spent on creating the greatest possible
public welfare. This modernisation programme will lay the foundation for the public sector
of the future, and a welfare society based on freedom and community spirit.
